Here's the ugly truth: GC2 is dying and though it was one of the best games of its time that time is rapidly coming to a close
. I pick up GC2, I play it, and realize just how awsome the ideas are. Design your own ships, build your empire, watch the battles. Everything's great except for the last part. The battles are so bad I can't enjoy the good parts any more. A beam will go straight through an enemy's hull and then make a small explosion a few seconds later. A missile will hit, cause damage, wait a bit, and then explode. Armour looks like a red energy shield. A beam will fly out of the back of a forward facing cannon and in general the graphics just aren't good enough.
I'm not suggesting you use an incredibly expensive engine to make visually amazing battles. But look at Gratiduous Space Battles. It is a 2D game! The graphics aren't incredible, but they're good enough and the mechanics of the battles are polished. Turrets rotate to shoot in different directions and when they do hit the explosions happen on time. Armour and point defences aren't just retextured shields.
So, while I think GC2 was awsome in its day a lot of people can't get past those graphics anymore and I speculate that in a year or two people will just stop; that is if they're anything like me. I don't think the whole game needs to be replaced or even changed in the slightest but battles HAVE to be revamped, big time, again to the sort of level of GSB at least.
To make a third game a success though I think a few more revamps would be needed. Things like proper land battles that look just as good as the space ones. And for both space and land battles I think it would be nice to be in command, again like GSB. You don't need to be telling your crew what systems to repair and when to allocate emergency power to the shields, just click on where you want to move and who you want to attack.
To elaborate on the land battle topic, how about research for land? The ability to get the tech and then design vehicles and troops (by that I mean either the equipment of ground forces or designing a battle droid with a phaser cannon for a hand.) And while we're on the subject of designing, I think a more complex editor would be great. For example, I want to be able to choose what type of power core I'm using. FTL and STL engines, so I have both speed on the map and maneuverability in battle. Shall I put a backup generator in my life support system so I can make sure they keep running? Shall I give the ship escape pods? Science labs for exploration and research? Bulkheads so I can survive a hull breach? Cargo bays if I'm a freighter? Docking ports if I'm a starbase?
I know all that really would be a lot to ask since the game is good already, but I think it would take the kind of features I've just described to make a really good game for the 2010s. This is a bit of a plea: Galactic Civ is sooo awsome, and I want it to be the best again! This is one of my favourite games of all time and I'd pay a lot of money to have the kind of fun I did with GS2 again. So please, don't give up on this title! Make GS3 before it's too late!!!
