What is the trigger that first show you actually have a military in the timeline? I found it curious that you could do military research and have a military starbase but still not have a military.
You need armed ships, IIRC starbase weapons do not contribute to the military score.
Nope, starbases don't count.
Place a laser on a freighter (or any other ship), and you'll show up as a military force.
