Diplomatic Translators

Hi,

I'm humans and I can build Diplomatic Translators. In order to benefit (they're said to boost diplomacy skills), is it enough for me to build them on just one planet, or the more the better?

Also, if I sell them to another civ, will their diplomacy skills be increased as well? If you sell it to another civ, does it run out after some time and they will have to buy it again or is available for ever?

As they're a trade good, you can only build them once. If you sell it to another civ, that civ will permanently get the bonus as well.
