One point I'd hope to be sorted in GalCiv II concerns the trading and tribute side of diplomacy. At present if you give tribute to a civilisation for say 20 turns (in order to buy a technology or because it's being extorted out of you), and that civilisation then attacks say 5 turns later, you still pay the tribute for the remaining 15 turns despite being at war with eachother. The same thing applies to the exchange of trade goods. As soon as war breaks out - all deals between the two civilisations must be cancelled. Why should I keep giving tri-strontium alloy to a former friend who is now attacking me and building stronger ships with it! I guess it's a minor point but it's infuriating nonetheless.
In a similar vein I'd like the option to declare war on a civilisation just like they can upon me. I don't always want to have to traipse halfway across the galaxy and attack the other critters to have my wicked way. I want to be able to have the option to threaten war against the other civs. as a means of extorting concessions - just like they often do upon me in the earlier stages of the game.
