This can often happen with security software (firewall/antivirus). If you have not done so already, add an exclusion for Impulse.exe if you have this type of software installed. If it will not go any further, you could try temporarily disabling this software for the duration of your download. if it does not help, please re-enable your protection.
If you still cannot get anywhere, please send the Impulse errorlog, your startup information, and your dxdiag to support@stardock.com
