I was wondering the same.  Why they didn't update the pdf manual for the game.  I looked thru it trying to figure out the starbases and there is nothing in it.  Yes I know the repair platform was part of the original game and that wasn't my question.  I played one game as the vasari and couldn't figure out how to build the a starbase and the comp as the Advent was building them all over even in my planet system.  (That was stupid as I blew em up fast but hey its a computer.)  If they would simply update that manual pdf it would be nice, or I will take a readme file.
