It doesn't move or attack. It doesn't accept any more modules. What will get it to do something?
If you got the cinematic, then you have the base and all 5 modules on it. Now you wait 10 weeks (turns) for it to mobilize, at which point it moves 1pc/wk (can't move faster*), and when you get it to the star you want to blow up you "move" it onto the star, and it blows up everything in the vicinity.
