2% cumulative soldiering ability bonus from a normal building seems totally overpowerful to me

with 50 planets and 1 per planet you would get +100% to soldiering

what I mean is that I would find it rather ok if the bonus isn't cumulative ...

I understand the point that you make about it being overpowered although it does say in the improvement description about making the soldiers almost invincible.

I suppose on a small galaxy it's not so much of a problem but on the immense galaxy size then it could get ridiculous.

I do think it needs to be resolved one way or another though.
