"Diplomatic Relations" missing from tech tree in campaign games?

Intended or bug?

Hi there, I recently bought GalCivII Dread Lords + both addons via stardock's download service, so I assume that I have the latest versions of the games installed.. now I started playing the Dread Lords campaign and getting hints about reasearching trade and trading in general. But when I look at the tech tree, the prerequisite "Diplomatic Relations" is missing! It's only there when I start a custom game. Is this a bug?

The campaigns generally have restricted tech trees. Additional techs become available in subsequent missions.

The loading-screen hints are just generic to the game in general and don't apply especially to the campaign.

the 'hints' are generic, and more oriented to sandbox games. the campaign tech trees are somewhat restricted, though it's been so long since i played the DL campaign, i don't know if the diplomacy tree is one of those restrictions tech lines.

edit: oops, the K-man beat me to it.
