There is something strange about population and planet quality: having a high PQ planet doesn't really help you to get a high population. It doesn't matter that the PQ is 11 or 26 for the morale when reaching 19 billions people. And that it is a bit strange since you would expect that morale should be instrinsincly better on a PQ 26 planet than on a PQ 11 planet.
A possible fix could be to change the value of the population taken in account when determining the morale base, to decrease the value when the PQ is high.
For example, you could remove 1 Billion people per PQ greater than 10.So the base morale for 19 billions persons on PQ 10 would be the same than one associated with 20 Billions on a PQ 11, 29 billions on a PQ 20, 24 billions on a PQ 25 planet, 40 billions on a PQ 31 planet. And on a PQ 26 planet, you will have maximum morale bonus up to 16 Billions people.
Another formula could be for a planet with PQ greater than 10 to multply the population by 10 and divide it by the PQ. So 38 Billions people on a PQ 20 will lead the same morale base than 19 on a PQ 10 or 57 on a PQ 30 and 50 Billions peope on a PQ 20 will be the same than 25 on a PQ 10 or 75 on a PQ 30.
