No, I said that the president had no such power, Congress did, but they would go into debate about it first hand and if the current trend of division between the parties continues then the arguements would end up inconclusive.

I didnt say it wasnt, look at the New Deal, before that people would never have consented to the outrageous taxes we have to pay and the corrupt unwieldy monstrosity of a government it supports, but thats what happens...

That said, significance is in the eye of the beholder. And the question of whether or not a given subject is in itself a question of significance... is a question of significance.

Everything that happens, while in happening causes itself to happen, happens again, it doesnt do it in order though.
