Are the following issues bugs?
1. When I gain 20,000 bc surplus in my treasury, my tax income suddenly drops about 2,000 bc until my treasury drops below 20,000 and then returns to normal at which point the cycle repeats.
2. Cargo hulls have 0 upkeep regardless of what I put on them.
