Ranking Data on Diplomacy Screen

I started playing the campaign. It was cozy - just the three of us: Terrans, Drengin, Altarian.
I noticed that in the rankings list (e.g. Research, Military, etc) both the Drengins and the Altarians were ranked 3rd in military.

Explanations?

Equal third? If neither of them have built any military vessels yet... Technically of course then they'd both be second of course. Either that or a bug.
