I have had this problem 2 or 3 times.
1. I change my goverment to Star Democracy ( I change back and it goes away)
2. I get a planet with +moral bonus
The results is all my approval goes to 1% on all planets
Morale =1%. -37% from population. -38% from taxes +18% from buildings on planet. +_2147483648% from native ability. +%10 from hight quality planet
The game becomes unplayable after this happens
This looks like a overflow of a variable
