I created several constructor designs primarily for racing in and claiming resources of just-destroyed civilizations. They were working fine for the most part, but after a while my ships would be created with movement rates of 25/5. For the first turn they'd have the correct movement rate of 25 parsecs/turn, but thereafter they'd only be able to move 5 parsecs per turn. Later I noticed that *all* of my ships that were built after that point had the same problem.
